Solid Edge licensing uses the Siemens Advanced Licensing Technology (SALT) to allow mixing of Solid Edge license features with features of other Siemens products such as Teamcenter, NX, and other portfolio products. 

The top of your license file has instructions to register the license server machine servername and COMPOSITE host ID, as shown in the below image. Please follow these instructions. This is required to get the Solid Edge Startup License file. This requires you to have an activated Siemens Support Center account, How do I setup or activate my Siemens Support Center account? (sdasoftware.com).
